According to the investigation by Qingdao maritime safety administration, the accident was a typical commercial fishing vessel collision caused by a fishing boat hindering navigation. At the time of the accident, there was fog in the main channel of Qingdao port and visibility was about 1 nautical mile. The fishing boat involved in the accident was a "three no-license" vessel with crew without certificates. It was illegal to engage in trawling operations in the main channel where fishing is prohibited and in the environment with poor visibility. Moreover, it did not display the corresponding signal light and shape and did not maintain a regular lookout during the operation.

The spring fish harvest season is often the peak period of collision accidents of Qingdao coastal commercial fishing boats. The Qingdao maritime safety administration strengthened the maritime traffic order organization, issued to the crew "Qingdao port and the nearby sea area merchant shipping navigable dense area and the fishing area distribution diagram", "the open letter to the fisherman friend" and so on the propaganda material, the scene carries on the commercial fishing vessel to prevent the collision safety warning education to the crew. At the same time, China has intensified its maritime patrol law enforcement efforts, taking targeted enforcement actions in key sea areas, major shipping routes and areas with high incidence of accidents involving fishery risks, and taking various measures to prevent commercial and fishing vessel collisions. In the next step, Qingdao maritime safety administration, Marine development bureau, port and navigation public security bureau, port group and other units will jointly set up a "comprehensive rectification office for vessels hindering navigation" to further increase maritime patrol in navigable areas with dense navigable areas such as waterways and anchorage, enforce compulsory measures against fishing vessels hindering navigation, and increase penalties.
