As 2021 draws to a close, what kind of year has it been? What gains and breakthroughs have been made? Let’s take a look at the accomplishments of the staff at Dongjiakou Entry-Exit Border Checkpoint over the past year.
Xue Qingguo, Member of the Standing Committee of Qingdao Municipal Party Committee and Executive Vice Mayor, wrote an instruction on the 2021 Work Report submitted by Dongjiakou Entry-Exit Border Checkpoint: 'The checkpoint has kept the overall situation in mind and actively supported the opening of Dongjiakou Port. My gratitude goes to all border inspection teams stationed in Qingdao. Keep forging ahead and strive for greater achievements!'
In 2021, aligning itself with the local development priorities and actively integrating into the new development paradigm, Dongjiakou Entry-Exit Border Checkpoint further advanced the reform of streamlining administration, delegating power and optimizing services. It improved the quality and efficiency of border inspection services through hard work and down-to-earth efforts, scoring four major breakthroughs in all fields. The checkpoint won recognition from local Party committees and governments, as well as high praise from service recipients, delivering an outstanding performance in 2021.
A New Chapter for Team BuildingThis year saw new progress in fostering a sound internal team culture. Founded not long ago with staff recruited from across the country and a newly adjusted leading team, the checkpoint vigorously launched the initiative of Integration, Discipline and Cohesion. Centering on Party history learning and education as well as disciplinary rectification, it intensified strict governance over the Party and police force. Its Implementation Opinions on Advancing the Six Major Programs for Strict Party and Police Governance was included in the collection of innovative systems for disciplinary rectification issued by the national competent authority.
Upholding the principles of uniting staff with firm Party spirit, educating personnel with strict disciplines and motivating everyone through shared undertakings, the checkpoint boosted the cohesion, sense of belonging and collective honor of all officers and staff. The team took on a brand-new look, and a sound political atmosphere prevailed. A spirit of solidarity featuring 'One goal, one family, one team, one victory' and a work ethos of forging ahead and pursuing excellence took deep root.
Major Progress in Key ProjectsRemarkable breakthroughs were achieved in advancing key projects. The construction of office and service buildings had long been a much-anticipated priority since the checkpoint’s preparation in 2014. Taking on responsibilities and working in concert, the leading group made a historic leap forward. Compared with the original plan, the project achieved three major increases in building area, investment and functional layout. The results were widely acknowledged by all staff, greatly inspiring their confidence and enthusiasm to excel at their posts.
Enhanced Professional CompetenceThe checkpoint made notable strides in boosting professional capabilities. It launched a campaign themed Five Comparisons, Five Evaluations and Five Improvements to elevate overall performance. In the 100-day all-staff practical training competition across Shandong Province, the team ranked fifth in the group category, helping officers rebuild self-awareness and build greater confidence.
Marked improvements were also seen in case investigation, risk analysis and early warning, as well as law enforcement during duties. Officers quickly developed a strong sense of reverence for rules and emphasis on work quality. Standard operating procedures were fully optimized, and the overall standardization of on-duty work reached a new height.
Elevated Local StandingThe checkpoint gained greater political standing through solid contributions. It fully aligned with the overall development strategy of Qingdao West Coast New Area, and built a port environment featuring efficient customs clearance, a sound business climate and solid governance foundation to support the port’s expanded opening-up. Four newly built berths were put into operation. The checkpoint inspected over 3,000 inbound and outbound vessels and more than 60,000 entry-exit personnel. Despite the severe impact of the COVID-19 pandemic, its business volume rose by 25.8% year on year.
For the first time since its founding, the two principal leading officials were elected as a deputy to the District People’s Congress and a member of the District Committee of the Chinese People’s Political Consultative Conference respectively, marking a historic breakthrough in the checkpoint’s political standing in the local community.
Looking ahead, Dongjiakou Entry-Exit Border Checkpoint will maintain a strong sense of urgency and embrace the pioneering spirit of the new era. It will keep making breakthroughs, strive for leapfrog development of border inspection work, and inject strong momentum into the economic growth of the local area with efficient border inspection services.
