For 2022, the Economic Zone has set a clear goal: to develop into a major pillar underpinning Qingdao’s industrial economy by the end of the 14th Five-Year Plan. Centering on the core theme of integrated development of port, industry and city, it will strictly uphold the bottom line of safety and environmental protection. Efforts will be made to expand the port scale, strengthen industrial strength and beautify the port city, so as to contribute more to Qingdao’s role as a leader across Shandong Province and its pursuit of higher national rankings.
Striving for a Strong StartFull-scale Coordination and Advancement Drive Vigorous Project ConstructionWith towering tower cranes, roaring heavy machinery and busy workers, the second-phase construction of the New Materials and Hydrogen Energy Comprehensive Utilization Project invested by Jinneng Technology Co., Ltd. is in full swing at Dongjiakou Chemical Industrial Park.
On the other side of the park, the FCC Catalytic New Materials Project of Huicheng Technology is also advancing steadily. Equipment installation and commissioning are carried out in an orderly manner, presenting a bustling construction scene.
These scenes epitomize the rapid progress of ongoing projects across Dongjiakou Economic Zone in the first quarter.
Regarded as a decisive battle from the very start, all ongoing projects are pressed ahead with full momentum. New projects have kicked off construction one after another, and enterprises are running production and construction at full capacity. Bustling construction sites and workshops compose a vibrant industrial picture.
Leaders of the Administrative Committee of Dongjiakou Economic Zone have also paid regular visits to enterprises and project sites to conduct top-level coordination, advance work in a well-organized manner and deliver full-range services, striving to attain a strong economic start in the first quarter.
Dongjiakou Economic Zone delivered an impressive performance in project development in 2021. A total of 32 projects each with an investment of over 100 million yuan were newly introduced, with a combined investment of 50 billion yuan. Among them were 4 projects funded by Fortune Global 500 companies and 4 projects with investment exceeding 3 billion yuan, laying a solid foundation for regional industrial growth. The zone pushed forward the 131 Initiative projects with a total investment of 23 billion yuan. The New Materials Industrial Park project of the National Rubber Industry Technology Innovation Center, with an investment of 16.8 billion yuan, was listed as a major reserved provincial project for 2021. Three manufacturing projects worth 6.2 billion yuan in total commenced construction, further optimizing the structure of project reserves.
Advancing Projects and Bolstering IndustriesExtending Industrial Chains to Build a High-end Advanced Manufacturing BaseProjects are the cornerstone of economic and social development. Advancing projects means boosting development, and planning projects means shaping the future. Project construction and industrial upgrading remain the top priorities for Dongjiakou’s high-quality development. In 2022, the Economic Zone will continue to focus on industrial growth and strive for new progress in building an advanced manufacturing base.
To achieve the goal of becoming a key pillar for Qingdao’s industrial economy by the end of the 14th Five-Year Plan, the zone will benchmark against world-class port cities, engage top-tier design institutions to further optimize industrial development plans and drive high-quality industrial growth. It will concentrate on leading industries such as chemical new materials, conduct in-depth research on industrial chains, clarify directions for chain reinforcement, extension and supplementation, and expand industrial clusters to build a robust advanced manufacturing base at an accelerated pace.
In terms of investment promotion for major projects, the zone will leverage its strengths as an international deep-water port and a provincial-level chemical industrial park. Following the development philosophy of industrial chaining, large-scale operation and high-end positioning, it will target billion-yuan mega-projects and leading enterprises in the high-end chemical new materials sector. An industrial chain investment promotion map will be formulated to carry out targeted and precise investment attraction, aiming for greater breakthroughs in introducing large projects with investment above 10 billion yuan.
Meanwhile, efforts will be accelerated to put existing projects into operation and generate benefits. Adhering to the principle of prioritizing major projects, the zone will implement a project-based work mechanism with detailed task lists. All projects will be managed with clear work plans, implementation routes and time limits, alongside a progress monitoring and record-keeping system.
The development of new technologies, new industries, new business forms and new models will be expanded. The zone plans to cultivate 1 strategic emerging enterprise and 6 high-tech enterprises. It will push forward 64 projects including Yikai New Materials with a total investment of 90.6 billion yuan, launch 24 new projects such as the second phase of Jinneng Technology (total investment: 22 billion yuan), and complete 20 projects including Huicheng Environmental Protection Technology (total investment: 15 billion yuan).
Strengthening Party Building as the GuideImproving Team Work Style and Continuously Optimizing the Business EnvironmentSound Party building underpins high-quality development. In 2022, Dongjiakou Economic Zone will further enhance Party building, team building and work style improvement, and optimize the business environment to support its development into a core pillar of Qingdao’s industrial economy.
For Party building, the zone will fully implement the primary responsibility for strict Party governance. The Secretary of the Working Committee will fulfill his principal responsibility, and leading team members will perform dual duties for both administrative work and Party building. The First Agenda system will be strictly enforced to timely study the important speeches and instructions of General Secretary Xi Jinping, ensuring full alignment with the Party Central Committee in ideology, politics and action.
In terms of team building, cadres will be assessed in key and difficult tasks to objectively evaluate their performance and capabilities. Open recruitment for vacant posts will be organized to optimize the age and professional structure of the cadre team. A talent demand database will be established to deepen university-local cooperation. A sound service mechanism for university talents will be improved to facilitate regular exchanges, including temporary posts, training and lectures by university experts, and encourage fresh graduates from Qingdao-based universities to work and intern in the zone.
To improve work styles, the zone will carry out concentrated efforts in eight key areas: developing a world-class port, introducing major investment projects, advancing industrial growth, promoting project construction, building the port city, improving supporting infrastructure, upgrading the business environment and ensuring work safety. It will strengthen internal control over integrity risks and enhance supervision over major decisions, important personnel appointments, major projects and large funds, so as to build a solid line of defense for clean governance.
To optimize the business environment, administrative approval procedures will be further streamlined. New services including simulated approval, combined processing and city-wide universal service will be rolled out. The one-stop service model featuring integrated window handling, online processing and multi-channel supervision will be improved. The zone will keep cutting operational costs and boosting efficiency, provide full-life-cycle services for projects and enterprises, and strive to rank among the city’s leaders in enterprise registration and other administrative services.
